Start conversation with someone you have newer met before?
What I would do is, I would talk to them during a busy activity, where everyone isn't so focused on you and that person. Just ask them what's there name. Give them compliments but not too much. Ask about random things. If you like them, why not? Also, I would start by saying, "Do you mind if I talk to you?" Don't be awkard and the situation won't be awkward neither.
