How can a developing country be change oriented?
The key is to limit corruption. This has been shown to correlate with developmental success. One way to do that is to design the process of getting permits to minimize the number of interactions a business would have with permitting officials and provide a safe way to report requests for bribes or unneeded delays.

Support for education is another key factor. For example, India's investment in technical education has payed off very well.
