What is meant buy inter-departmental negotiation?
Some decisions require agreement of more than one organizational unit. But each unit is managed against different goals and measures, thus, each may have a different idea as to the optimum decision. Yet "no decision" may not be an acceptable outcome so they have to negotiate with eachother to come to a mutually acceptable solution.
