Can the dependent sell the property under litigation?
Yes, there are lot of ways which are illegal and little bit unsafe. The safest way to do is to sell the property at Registrar's office and after getting money , give it to your most loyal friend or relative as soon as possible but if u don't have one then buy gold or deposit sum in international bank's account in some other country. You can use the help of CA. The point which I m trying to make is that make it virtual and hidden from the court and govt. agencies . Then with some amount of money that u will get after selling the property hire a good lawyer ... The worst that could happen is jail for 4-5 yrs but u can get bail and on the other hand get your money which is in its virtual formAt last after jail term which u can spend on bail too with the help of good lawyer enjoy your life with your money which rightfully belongs to u ... Believe me its the best option . I know , i m stranger and u can't trust me but I tried this and now I m very happy ,,, at least I don't have see the ugly faces in courtrooms :)
