Does anyone still fax a resume?
Yes, but I think it is better to hand deliver or email it.
Within certain parameters and in certain countries a fax is an officially recognised and legal document. Emails are not.
It is not necessary that a resume be recognized as a legal document and therefore other forms of transmitting it are acceptable.
It is good to personally connect with the potential employer so that you can make an impression that will hopefully increase your chances of getting and interview and ultimately the job.
