Why is delegation is a balance between trust and contorl?
Because they are both necessary when delegating. Control is necessary in order to make sure the task goes in the good direction (and goes at all sometimes), while trust is necessary for the delegation to be productive.
Control should be fixed at the beginning, while the trust you give/have can be variable along the duration of the delegation, therefore introducing the notion of balance.
