When is an hr department required?
HR departments handle a lot of different things so if you can't handle these things yourself you should look into getting a department. Im not sure if your asking if you need an HR department or if your wondering if you should use on in existence already. HR handles hiring, complaints, payroll some times, scheduling and a lot more.
